The Former President's Progressive Warning Misses The Continent's True Danger: Technological Decline.

The recent US security policy document presents a misguided assessment of Europe. The document asserts that unrestrained immigration and so-called "progressive" agendas represent an existential risk to European civilization. Yet, this perspective is based on a fundamental misinterpretation of the situation. The actual danger confronting Europe is not societal but technological and economic backwardness.

The Stark Growth Gap Between the US and Europe

The data paint a stark contrast. From 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry thirteen and a half percent increase for the European Union. During this time, European income per person fell from over three-quarters to just 50% of the US level. Strikingly, even Mississippi now has a higher per capita income than major EU nations like France and Italy.

Today, about 50% of the global top fifty technology firms are US-based, while a mere four are European.

The Innovation Shortfall: The Core Question

The growing economic gap stems from stronger efficiency gains in the United States, fueled by breakthroughs and better use of resources. The landscape of global tech leadership is decidedly American. Over the past five decades, 241 US firms have grown into companies valued at over ten billion dollars, versus only fourteen in the European continent.

This gap raises a pressing issue: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, where does Europe stand? Experts widely agree it is largely a two-horse race involving the United States and China, with Europe entering at a significant handicap.

Underlying Factors of the Continent's Innovation Gap

A number of major factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and agile network for financing new ventures. Europe has yet to establish a genuine capital markets union, a factor that caps the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A American entrepreneur can launch a service under one set of laws to access a market of over 330 million. The European Union, despite a larger population, is divided among twenty-seven different national regimes, creating significant market obstacles.
  • Mindset Differences: Views on risk-taking differ sharply. In parts of Europe, a startup's collapse was once met with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in defense has weakened its capacity for pioneering research.

A Path Forward: Grounds for Cautious Optimism

Despite these hurdles, there are causes for hope. Policymakers are growing more conscious of the existential challenge and have begun to advance serious reform. Notable analyses on European competitiveness and the single market point to the necessity of major changes.

Given appropriate incentives and rule changes, these assets could support much higher levels of business-led breakthroughs.

Europe retains significant advantages: skilled human capital, top-tier education systems, and world-class labs. Alongside a vast domestic consumer base and substantial household savings, these foundations could trigger a surge of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in developing next-generation tech, it can still dramatically increase economic output by adopting and adapting advancements from other regions.

An Inflection Point

Europe now faces a critical crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been steady. However, without decisive action to tackle its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in world influence.
